Amend CSSJR 13 (committee printing) as follows:                              
	(1)  On page 1, line 40, strike "and".                                  
	(2)  On page 1, line 44 strike the period and substitute "; 
and".     
	(3)  On page 1, between lines 44 and 45, insert the 
following:               
"(3)  may not exceed a portion of the total return on 
all investment assets of the permanent school fund such that the 
portion of the total return retained in the permanent school fund is 
sufficient, as determined by the comptroller of public accounts, to 
preserve the purchasing power of the permanent school fund for the 
current fiscal year and the next nine fiscal years.".
