Amend CSSJR 42 as follows:                                                   
	In Section 50(a)(6), Article XVI, Texas Constitution, add an 
appropriately lettered paragraph to read as follows and reletter 
paragraphs accordingly:
(  )  does not refinance, replace or consolidate a 
loan made, originated, subsidized, or guaranteed by a government or 
nonprofit entity unless the loan has a lower annual percentage rate 
or was required to avoid foreclosure on the homestead;
