Amend CSSJR 42 as follows:                                                   
	(1)  In Section 50(a)(6), Article XVI, Texas Constitution, 
add an appropriately lettered paragraph to read as follows and 
reletter paragraphs accordingly:
			( )  does not assess a late charge greater than 
four percent of the amount of the payment past due;
	(2)  In Section 50(g), Article XVI, Texas Constitution, add 
an appropriately lettered paragraph to read as follows and reletter 
paragraphs accordingly:
			"( )  YOUR LATE FEE CANNOT EXCEED 4 PERCENT OF THE                    

AMOUNT OF THE PAYMENT PAST DUE;
