DIGEST AND PURPOSE

Veterans represent a significant portion of the Texas population and
workforce. Approximately 1.6 million veterans reside in Texas, the second
largest veteran population in the United States. Some employers may be
reluctant to hire newly-discharged veterans because they may have been
away from "formal employment" for a substantial period of time. H.B. 76
requires a public entity to prepare and make available for public
inspection a statement of measures taken to ensure employment preferences
to veterans and the recourse veterans can take if the individual is not
hired or appointed for a position with the entity.

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency.
