DIGEST AND PURPOSE 

As proposed, H.B. 89 provides certain state employees who are donating an
organ or bone marrow a paid leave of absence.  

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Subchapter Z, Chapter 661, Government Code, by adding
Section 661.916, as follows: 

 Section 661.916.  LEAVE FOR ORGAN OR BONE MARROW DONORS.
(a)  Entitles a state employee to a leave of absence without a deduction
in salary for the time necessary to serve as a bone marrow or organ donor.

(b)  Prohibits the leave of absence provided by this section from
exceeding a certain number of days. 
    
SECTION 2.  Effective date: September 1, 2003.
