H.B. 103 78(R) BILL ANALYSIS H.B. 103 By: Bonnen Criminal Jurisprudence Committee Report (Unamended) BACKGROUND AND PURPOSE Justin Wollam, a former Danbury, Texas police officer and member of the Anchorage Police Department in Alaska, was killed in the line of duty when his cruiser was struck head-on by an underage drunk driver. The officer's mother, Beverly Wollam, proposed the idea for this bill with the intent that it will act as a deterrent against alcohol-related crimes by increasing the monetary penalty and contributing to an enforcement equipment fund. House Bill 103 will impose an additional $100 fine upon the conviction of all alcohol-related offenses. The money will be deposited into a law enforcement equipment fund for enforcing and preventing alcohol-related offenses. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 103 will impose an additional $100 fine upon the conviction of all alcohol-related offenses. The money will be deposited into a law enforcement equipment fund for enforcing and preventing alcohol-related offenses. EFFECTIVE DATE January 1, 2004.
