H.B. 294 78(R) BILL ANALYSIS H.B. 294 By: Davis, John State Cultural and Recreational Resources Committee Report (Unamended) BACKGROUND AND PURPOSE The state of Texas has a rich and diverse background and culture. The month of March, the same month in which Texas declared its independence from Mexico, is an appropriate time to celebrate Texas's rich and storied history. The purpose of HB 294 is to designate March as Texas History Month by promoting interest in and knowledge of Texas history. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 294 amends Subchapter D, Chapter 662 of the Government Code by adding Section 662.102 which would designate the month of March as Texas History Month. EFFECTIVE DATE This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2003.
