SRC-AMY H.B. 319 78(R) BILL ANALYSIS Senate Research Center H.B. 319 78R1472 SLO-DBy: Grusendorf (Shapiro) Education 4/16/2003 Engrossed DIGEST AND PURPOSE Currently, in the list of the objectives of public education, there is no objective addressing the appreciation for the basic values of the state and national heritage, and the appreciation and awareness of the function of a free enterprise society. As proposed, H.B. 319 includes in the list of the objectives of public education that educators prepare students to be thoughtful, active citizens who have an appreciation for the basic values of our state and national heritage and who can understand and productively function in a free enterprise society. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 4.001(b), Education Code, to include in the list of public education objectives that educators will prepare students to be thoughtful, active citizens who have an appreciation for the basic values of our state and national heritage and who can understand and productively function in a free enterprise society, and to redesignate Objectives 5 - 9 as Objectives 6 - 10. SECTION 2. Provides that this Act applies with the 2003-2004 school year. SECTION 3. Effective date: upon passage or September 1, 2003.
