H.B. 327 78(R) BILL ANALYSIS H.B. 327 By: McCall Judicial Affairs Committee Report (Unamended) BACKGROUND AND PURPOSE Collin County presently has five County Courts at Law. An additional County Court at Law is needed to accommodate the county's rapid population growth. This growth is continuing at approximately 6-7% per year, adding approximately 35,000 new residents annually. The existing 5 County Courts at Law are becoming backlogged. H.B. 327 creates an additional County Court at Law in Collin County to help alleviate this problem. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 327 amends Section 25.0451(a) of the Government Code to create County Court at Law No. 6 in Collin County. This additional court is to be created January 1, 2005. EFFECTIVE DATE January 1, 2005.
