C.S.H.B. 387 78(R) BILL ANALYSIS C.S.H.B. 387 By: Hamric Public Education Committee Report (Substituted) BACKGROUND Current law does not specifically include among the goals and methods for violence prevention and intervention on campuses, provisions which include ongoing, research-based teacher development programs that focus on developing healthy self-esteem in students and creating a nurturing environment in the classroom. Furthermore, current law does not specifically include provisions for parental involvement which include research-based classes and training in nurturing and providing positive discipline to a child. PURPOSE C.S.H.B. 387 provides certain permissive guidelines for campus plans, including violence prevention and intervention programs and parental involvement programs. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS C.S.H.B. 387 amends the Education Code, by providing that the goals and methods for violence prevention and intervention that are included in a campus improvement plan may include ongoing, research-based teacher development programs that focus on developing healthy self-esteem in students and creating a nurturing environment in the classroom. The bill provides that campus based improvement plans may include research-based classes and training in nurturing and providing positive discipline to a child. EFFECTIVE DATE Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2003. COMPARISON OF ORIGINAL TO SUBSTITUTE C.S.H.B. 387 modifies the original version by adding provisions relating to research-based teacher development programs that may, rather than must, be included in a campus improvement plan.
