DIGEST AND PURPOSE 

Current law does not specifically include among the goals and methods for
violence prevention and intervention on campuses, provisions which include
ongoing, research-based teacher development programs that focus on
developing healthy self-esteem in students and creating a nurturing
environment in the classroom.  Furthermore, current law does not
specifically include provisions for parental involvement which include
research-based classes and training in nurturing and providing positive
discipline to a child.  H.B. 387 provides certain permissive guidelines
for campus plans, including violence prevention and intervention programs
and parental involvement programs. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 11.253, Education Code, by adding Subsections
(i) and (j), as follows: 

(i) Authorizes the goals and methods for violence prevention and
intervention that are included in a campus improvement plan under
Subsection (d)(8) to include ongoing, research-based teacher development
programs that focus on developing health self-esteem in students and
creating a nurturing classroom environment. 

(j) Authorizes the program to encourage parental involvement that is
provided for by a campus improvement plan under Subsection (d)(9) to
include research-based classes and training in nurturing and providing
positive discipline to a child. 

SECTION 2.  Effective date: upon passage or September 1, 2003.

 (1)  In SECTION 1 of the bill, in proposed Section 11.253, Education
Code, add "(k)  a district may identify external organizations to assist
in the development and execution of any program within this plan."
