H.B. 399 78(R) BILL ANALYSIS H.B. 399 By: Mowery Defense Affairs and State-Federal Relations Committee Report (Unamended) BACKGROUND AND PURPOSE Under current law, only World War II veterans who served in the United States armed forces during the war are eligible to obtain World War II license plates. There are some World War II veterans who fought with Americans in allied armies who are unable to obtain these license plates. House Bill 399 would allow World War II veterans who served in an Allied armed force during the war to obtain a World War II specialty license plate. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS SECTION 1. Allows the Texas Department of Transportation to issue World War II license plates to World War II veterans who served in the American or Allied armed forces during the war. SECTION 2.This Act takes effect September 1, 2003.
