BACKGROUND AND PURPOSE 

Classroom conditions have changed drastically within the last ten years.
Increasing administrative demands, frequent continuing education classes,
and personal safety issues are common problems for most teachers. Some
teachers feel administrators have lost touch with the reality of today's
classroom environment.   

House Bill 430 requires administrators to return to the classroom
environment for a minimum of two days per school year. In doing so,
administrators will achieve a better understanding of the current needs of
their teachers and students, as well as receive the added benefit of
helping to reduce the cost of substitute teachers. 


RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any
additional rulemaking authority to a state officer, department, agency or
institution. 


ANALYSIS

House Bill 430 amends the Education Code by requiring each superintendent,
principal, assistant principal and other senior administrator in a school
district to serve as a substitute teacher for at least two days within
each school year. 

This Act applies beginning with the 2003-2004 school year.


EFFECTIVE DATE

Upon passage, or, if the Act does not receive the necessary vote, the Act
takes effect September 1, 2003.
