SRC-LBB H.B. 453 78(R) BILL ANALYSIS Senate Research Center H.B. 453 78R532 SGA-DBy: Villarreal (Shapleigh) Business & Commerce 5/19/2003 Engrossed DIGEST AND PURPOSE The 77th Texas Legislature established the T.E.A.C.H. program to promote recruitment and retention of teachers. H.B. 453 removes the name of the program, while leaving the program intact. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends the heading to Section 302.0055, Labor Code, to read as follows: Sec. 302.0055. PILOT PROGRAM. SECTION 2. Amends Sections 302.0055(a) and (e), Labor Code, as follows: (a) Removes the name given to the pilot program to assist teachers in retaining employment in the field of child care. Authorizes the Texas Workforce Commission (TWC) to consult with nationally recognized early childhood teacher pilot programs, in establishing and administering the program. (e) Requires TWC to submit a report to the governor and the legislature regarding the status and results of the pilot program, not later than December 1 of each year. Makes a conforming change. SECTION 3. Effective date: upon passage or September 1, 2003.
