H.B. 453 78(R) BILL ANALYSIS H.B. 453 By: Villarreal Economic Development Committee Report (Unamended) BACKGROUND AND PURPOSE The 77th Legislature established the T.E.A.C.H. program to promote recruitment and retention of teachers. HB 453 will remove the name of the program to save the state money on licensing fees. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS HB 453 amends the Labor Code to remove the name T.E.A.C.H. from the pilot program established in Section 302.0055. EFFECTIVE DATE Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2003.
