SRC-JLB H.B. 522 78(R) BILL ANALYSIS Senate Research CenterH.B. 522 78R4521 DRH-FBy: Lewis (Harris) Intergovernmental Relations 4-5-2003 Engrossed DIGEST AND PURPOSE Current law defines allowable expenses as including all costs attributable to designing a 9-1-1 system and all equipment and personnel necessary to establish and operate a public safety answering point. As proposed, H.B. 522 provides that the costs of personnel necessary to operate a public safety answering point are not allowable operating expenses of a 9-1-1 emergency communication district. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 772.217, Health and Safety Code, to provide that costs of personnel necessary to operate a public safety answering point are not allowable operating expenses of a district. Deletes reference to personnel expenses from existing text. SECTION 2. Effective date: September 1, 2003.
