DIGEST AND PURPOSE 

Current law does not address whether the Texas Legislature may meet on
Martin Luther King, Jr., Day.  This day is both a national holiday and a
holiday for Texas state agencies.  H.B. 530 prohibits the legislature from
meeting on Martin Luther King, Jr., Day. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 301.001, Government Code, to prohibit the
legislature from meeting on a legal holiday for the observance of the
birthday of Dr. Martin Luther King, Jr. Makes a conforming change to
create a new Subsection (a).   

SECTION 2.  Effective date: September 1, 2003.
