H.B. 530 78(R) BILL ANALYSIS H.B. 530 By: Giddings State Affairs Committee Report (Unamended) BACKGROUND AND PURPOSE Current law does not address whether the Texas Legislature may meet on Martin Luther King, Jr., Day. This day is both a national holiday and a holiday for Texas state agencies. The purpose of House Bill 530 is to provide that the legislature may not meet on Martin Luther King, Jr., Day. RULEMAKING AUTHORITY It is the opinion of the committee that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 530 amends Section 301.001, Government Code, to provide that the legislature may not meet on a legal holiday for the observance of the birthday of Dr. Martin Luther King, Jr. EFFECTIVE DATE September 1, 2003.
