SRC-VRA H.B. 608 78(R) BILL ANALYSIS Senate Research Center H.B. 608 78R3107 AKH-DBy: Denny (Nelson) Intergovernmental Relations 4/14/2003 Engrossed DIGEST AND PURPOSE Currently, a county judge is not allowed to select names of alternates for public members to serve on the county's committee to review salaries and expenses of elected county and precinct officers. As proposed, H.B. 608 authorizes a county judge to make a list of alternates to serve on the committee, and provides for filling a vacancy on the committee. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Sections 152.015(b) and (d), Local Government Code, as follows: (b) Authorizes the county judge, at the meeting to select public members of the salary grievance committee, to repeat a selection process for choosing alternate public members to serve on the committee to review salaries and expenses of elected county or precinct officers. Requires a replacement, if a person refuses or is unable to serve on the committee, to be appointed from the list of alternates. Requires a replacement, if the list of alternates is exhausted or does not exist, to be selected at the next regular or called commissioners court meeting by random selection of a slip from the remaining slips. (d) Requires a vacancy in a public member position to be filled for the unexpired part of the term by appointment from the list of alternates. Requires a replacement, if the list of alternates is exhausted or does not exist, to be filled by random selection of a slip from the remaining slips at a meeting of the commissioners court. SECTION 2. Effective date: September 1, 2003.
