DIGEST AND PURPOSE

Current law allows a tax office in a county with a population over 2.8
million to regulate motor vehicle title services. A motor vehicle title
service is any person who for compensation directly or indirectly assists
other persons in obtaining title documents by submitting, transmitting, or
sending applications for title documents to the appropriate government
agencies. Regulation of motor vehicle title services in counties with
high volume registration has proven helpful in preventing fraud. H.B. 623
expands the applicability of this provision to counties with a population
over 500,000.

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency.
