SRC-JEC H.B. 630 78(R) BILL ANALYSIS Senate Research Center H.B. 630 78R1317 JRJ-FBy: Hilderbran (Madla) Infrastructure Development and Security 5/7/2003 Engrossed DIGEST AND PURPOSE The 173d Airborne Brigade was activated in 1963. It distinguished itself during the Vietnam War in many ways, earning dozens of medals and citations. The Vietnam Veterans Memorial wall in Washington, D.C., contains the names of 1,700 Brigade members. The Brigade was re-activated two years ago in Southern Europe. H.B. 630 honors the Texas members of the 173d Airborne Brigade and those who died during the Vietnam conflict by designating a section of Texas highway the 173d Airborne Brigade Memorial Highway. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter B, Chapter 225, Transportation Code, by adding Section 225.0274, as follows: Sec. 225.0274. 173D AIRBORNE BRIGADE MEMORIAL HIGHWAY. (a) Designates State Highway 173 between its intersection with State Highway 16 near Kerrville and its intersection with State Highway 16 near Jourdanton as the 173d Airborne Brigade Memorial Highway. (b) Requires the Texas Department of Transportation (TxDOT) to design and construct memorial markers indicating the highway number, the designation as the 173d Airborne Brigade Memorial Highway, and any other appropriate information. (c) Requires TxDOT to erect a marker at each end of the highway and at appropriate intermediate sites along the highway. SECTION 2. Effective date: upon passage or September 1, 2003.
