BACKGROUND AND PURPOSE 

CSHB 631 78(R)    The Texas Lions Camp is recognized as a non-profit
corporation, under section 501 (c) (3) of the Internal Revenue Service
Code. The Camp is accredited by the American Camping Association, and is
licensed by the Texas Department of Health. The primary purpose of the
Camp is to provide, without charge, a camp for physically disabled,
hearing/vision impaired, and diabetic children from the State of Texas,
regardless of race, religion, or national origin. Their goal is to provide
an atmosphere wherein campers will learn the "Can Do" philosophy and be
allowed to achieve maximum personal growth and self-esteem.  Over 45,000
children have attended the camp since it was chartered in 1949. 

Participation in the Texas specialty license plate program will authorize
the Texas Lions League for Crippled Children, Incorporated,  ensure public
awareness of the Texas Lions Camp as well as assist with the need for an
ongoing fund raising effort. 


RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any
additional rulemaking authority to a state officer, department, agency, or
institution. 

ANALYSIS

Amends Subchapter F, Chapter 502, Transportation Code, by adding Section
502.310 establishing a specialty licence plate for the Texas Lions Camp.

September 1, 2003

COMPARISON OF ORIGINAL TO SUBSTITUTE

Establishes the Texas Parks and Wildlife as the designated agency to
administered the funds received from the sale of the specialty plates to
be used only for a nonprofit organization that is accredited by the
American Camping Association and is licenced by the Texas Department of
Health and whose primary purpose is to provide, without charge, a camp for
physically disabled, hearing or vision impaired, and diabetic children who
reside in this state, regardless of race, religion, or national origin.
