Committee Report (Amended)

DIGEST AND PURPOSE

In 2002, the United States Congress enacted the No Child Left Behind
(NCLB) Act. That Act requires any school receiving federal Elementary and
Secondary Education Act Title I, Part A funding to notify parents
regarding teachers who do not meet the NCLB Act's definition of "highly
qualified." Currently, the Texas Education Code essentially duplicates
this requirement. H.B. 673 eliminates the requirement for duplicate
notices.

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency.
