C.S.H.B. 816 78(R) BILL ANALYSIS C.S.H.B. 816 By: Woolley State Affairs Committee Report (Substituted) BACKGROUND AND PURPOSE Under current law, the state of Texas does not have an official week to coincide with National Transportation Week. Diverse transport modes are necessary in Texas to successfully connect products with markets and interstate and foreign commerce; highways, railways, waterways, and airways remain in use every hour of the day, promoting Texas' economic vitality, providing meaningful jobs and enabling travel for business and pleasure. The purpose of C.S.H.B. 816 is to designate a week to celebrate the contributions of the transportation industry to the State of Texas. RULEMAKING AUTHORITY It is the opinion of the committee that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS C.S.H.B. 816 names the week that includes the third Friday in May as Transportation Week in recognition of National Transportation Week and the contributions of the transportation industry to the state of Texas. EFFECTIVE DATE Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2003. COMPARISON OF ORIGINAL TO SUBSTITUTE C.S.H.B. 816 differs from the original bill by removing the requirement that Transportation Week be regularly observed by appropriate ceremonies and activities, and by removing the requirement that it promote career opportunities in the transportation industry in Texas.
