SRC-JEC H.B. 912 78(R) BILL ANALYSIS Senate Research Center H.B. 912 78R9443 ESH-FBy: Madden (Shapiro) Education 5/1/2003 Engrossed DIGEST AND PURPOSE Currently, the board of trustees of a school district is required to provide each term contract teacher with a copy of the board's employment policies. H.B. 912 requires school districts to supply a paper copy only on request, but also requires districts with websites to set forth employment policies on the Internet. The bill is intended to provide financial relief by lowering the paper and printing obligations of school districts. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 21.204(d), Education Code, to require the board of trustees (board) of a school district (district) to provide each teacher with a copy of the teacher's contract with the district and, on the teacher's request, a copy of the board's employment policies. Requires the district, if it has an Internet website, to place the board's employment policies on that website. Requires the board, at each school in the district, to make a copy of the board's employment policies available for inspection at a reasonable time on request. SECTION 2. Effective date: upon passage or September 1, 2003.
