BACKGROUND AND PURPOSE 

On June 18, 1999 Governor George W. Bush established a new Texas tradition
of celebrating the birthday of the great state of Texas on the 19th of
February every year.  With this the State of Texas Anniversary Remembrance
(STAR) day was created and in turn every Texas public school  celebrates
the birthday of the great State of Texas on the appropriate date with
patriotic programs to inspire a greater appreciation for the history of
our state.  This bill would create a license plate for the Texas Star Day
School Library Readers are Leaders Campaign.  The sales of this special
license plate would help benefit both the STAR day of Texas Foundation and
the Readers are Leaders Campaign. 

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any
additional rulemaking authority to a state officer, department, agency, or
institution. 

ANALYSIS

CSHB 926 amends Subchapter F, Chapter 502 of the Transportation Code by
adding Sec. 502.2925 

 Sec. 502.2925 - (a) the department shall issue Star Day School Library
Readers are Leaders license plates to cars and light trucks. 
 
(b) The plate must include "STAR Day School Readers Are Leaders" in its
design which shall be a joint effort between the department and the STAR
Day Foundation. 
 
 (c) the department shall issue the plates to persons who:
  (1) applies for the plate in the county in which they reside
(2) pays the annual fee of $30.00 in addition to any other fee(s)
prescribed by Subchapter D and Section 502.251. 
 
(d) Fees:
(1)$8.00 of each fee collected to the State Highway Fund to defray costs
of administering this section.    
(2) $0.50 shall be deposited by the county treasurer into the general fund
of the county in which the applicant resides to defray costs of
administering this section. 
(3) the remainder shall be deposited into the general revenue fund to be
used by the Texas Education Agency to issue grants to the benefit of the
STAR Day Foundation to provide supplementary reading materials and
services to public schools for students in the 7th and 8th grades. 

(e) lost, stolen or mutilated plates can be replaced by paying the fee
prescribed by Section 502.184 (a) (2). 

EFFECTIVE DATE

 September 1, 2003

COMPARISON OF ORIGINAL TO SUBSTITUTE

CSHB 926 molds the original language of HB926 to fit under the guidelines
specified in the list of standardization which was provided to meet
guidelines set forth in HB3106.
