C.S.H.B. 926 78(R) BILL ANALYSIS C.S.H.B. 926 By: Eiland Transportation Committee Report (Substituted) BACKGROUND AND PURPOSE On June 18, 1999 Governor George W. Bush established a new Texas tradition of celebrating the birthday of the great state of Texas on the 19th of February every year. With this the State of Texas Anniversary Remembrance (STAR) day was created and in turn every Texas public school celebrates the birthday of the great State of Texas on the appropriate date with patriotic programs to inspire a greater appreciation for the history of our state. This bill would create a license plate for the Texas Star Day School Library Readers are Leaders Campaign. The sales of this special license plate would help benefit both the STAR day of Texas Foundation and the Readers are Leaders Campaign. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. (3) the remainder shall be deposited into the general revenue fund to be used by the Texas Education Agency to issue grants to the benefit of the STAR Day Foundation to provide supplementary reading materials and services to public schools for students in the 7th and 8th grades.
