SRC-JEC H.B. 999 78(R) BILL ANALYSIS Senate Research Center H.B. 999 By: Madden (Ellis, Rodney) State Affairs 5/21/2003 Engrossed DIGEST AND PURPOSE Under current law, candidates, officeholders, and political committees are required to file reports electronically with the Texas Ethics Commission. The Election Code provides an exception to this requirement for those who do not use a computer to keep current records. H.B. 999 requires the Texas Ethics Commission to convert any such report to an electronic format. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 254.036(c), Election Code, to require the Texas Ethics Commission (TEC) to convert to an electronic format any report filed with TEC under this chapter that is not required to be filed electronically under this subsection. Requires a report filed under this chapter with TEC that is not required to be filed electronically under this subsection, notwithstanding any other provision of this section or Section 251.003, to be accompanied by an amount determined by TEC as sufficient to generate additional revenue necessary to implement this subsection. SECTION 2. Amends Section 254.0401(b), Election Code, to change a statutory reference from Section 254.036(c) or (d), to Section 254.036(d). SECTION 3. Makes application of this Act prospective.
