DIGEST AND PURPOSE 

Under current law, candidates, officeholders, and political committees are
required to file reports electronically with the Texas Ethics Commission.
The Election Code provides an exception to this requirement for those who
do not use a computer to keep current records.  C.S.H.B. 999 requires the
Texas Ethics Commission to convert any such report to an electronic
format. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 254.036(b), Election Code, to delete Subsection
(c) as an exception to Subchapter (b) of this Act. 

SECTION 2.  Amends Section 254.0401(b), Election Code, to change a
statutory reference from Section 254.036(c) or (d), to Section 254.036(d). 

SECTION 3.  Repealer: Section 254.036(c), Election Code.

SECTION 4.   Effective date:  September 1, 2003.
  Makes application of this Act prospective.
