DIGEST AND PURPOSE 

Current law does not designate certain roads as a NASA Parkway.  H.B. 1049
designates certain segments of Farm-to-Market Road 528 and NASA Road 1as
the NASA Parkway, and requires the Texas Department of Transportation to
design, construct, and erect markers indicating relevant information along
the parkway.  In addition, H.B. 1049 provides that the designation of the
NASA Parkway does not affect the designation of part of Farm-to-Market
Road 528 as the Ralph I. Lowe Parkway.  

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Subchapter B, Chapter 225, Transportation Code, by
adding Section 225.057, as follows: 

Sec.  225.057.  NASA PARKWAY.  (a)  Designates the part of NASA Road 1
from State Highway 146 to Interstate Highway 45 and the part of
Farm-to-Market Road 528 from Interstate Highway 45 to State Highway 35 as
the NASA Parkway. 

(b)  Requires the Texas Department of Transportation (TxDOT) to design and
construct markers indicating certain relevant information. 

(c)  Requires TxDOT to erect a marker at each end of the highway and at
appropriate intermediate sites along the highway. 

(d)  Provides that this section does not affect the designation of part of
Farm-toMarket Road 528 as the Ralph I. Lowe Parkway under this subchapter. 

SECTION 2.  Effective date:  September 1, 2003.
