C.S.H.B. 1049 78(R) BILL ANALYSIS C.S.H.B. 1049 By: Davis, John Transportation Committee Report (Substituted) BACKGROUND AND PURPOSE H.B. 1049 78(R) Over the past several years, the municipalities along NASA Road 1/FM528 from SH 146 west to SH35, have worked to establish a scenic district that stretches along this thoroughfare. The municipalities within whose boundaries this roadway travels have adopted resolutions and ordinances creating scenic districts that address uniform lighting, landscaping and signage. Those scenic thoroughfares provide a more desirable climate for tourism, trade, and residential development. Additionally, and not least important, the renaming of NASA Road 1/FM528 to the NASA Parkway would recognize the important contribution of Johnson Space Center to the American Space Program. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS This bill amends the Transportation Code by designating the road stretching from SH146 to I-H 45 and the part of FM 528 from I-H 45 to State Highway 35 as the NASA Parkway. TxDOT shall design and construct road markers and the new designation will not affect the designation of part of this road as the Ralph I. Lowe Parkway. EFFECTIVE DATE September 1, 2003. COMPARISON OF ORIGINAL TO SUBSTITUTE The substitute differs from the original in that the substitute reads NASA Rd 1 from SH 146 to I-45 in lines 7 and 8 in Section 1 of the bill. Section 1 additionally differs in lines 9 and 10 by reading FM 528 from I45 to SH 35 instead of NASA Rd 1 from I-45 to SH 35.
