H.B. 1078 78(R) BILL ANALYSIS H.B. 1078 By: Chisum Agriculture & Livestock Introduced BACKGROUND AND PURPOSE Currently the directors of a soil and water conservation district designate a date, time, and place for election of directors. This designation is required to be done during the month of July. However, some of the boards of soil and water conservation districts are unable to meet in July and the application process to run for election is difficult due to time constraints. H.B.1078 allows the directors of a soil and water conservation district to make their designation before July 15 of each year. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B.1078 changes the date directors of a soil and water conservation district have to designate a date, time, and place for election of directors prior to July 15 of each year. EFFECTIVE DATE Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2003.
