SRC-TAG H.B. 1120 78(R) BILL ANALYSIS Senate Research Center H.B. 1120 78R8023 QS-DBy: Phillips (Estes) Natural Resources 4/29/2003 Engrossed DIGEST AND PURPOSE In 1979, the 66th Texas Legislature created the Greater Texoma Municipal Utility District, a conservation and reclamation district in Grayson County. In 1983, the 68th Texas Legislature changed the name of the district to the Greater Texoma Utility Authority (authority) and also added Section 3A relating to bidding requirements, to provide guidance regarding competitive bidding procedures. Since 1983, the Texas Water Code has been expanded to provide ample guidance for bidding procedures for conservation and reclamation districts like the Greater Texoma Utility Authority. H.B. 1120 repeals Section 3A, Chapter 97, Acts of the 66th Legislature Regular Session, 1979. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Repealer: Section 3A, Chapter 97, Acts of the 66th Legislature, Regular Session, 1979 (regarding competitive bid). SECTION 2. Effective date: September 1, 2003.
