SRC-TAG H.B. 1230 78(R) BILL ANALYSIS Senate Research Center H.B. 1230 78R11437 JMM-FBy: Elkins (Carona) Criminal Justice 5/22/2003 Engrossed DIGEST AND PURPOSE The State Office of Risk Management (SORM) provides several functions for the State of Texas. Its main function is to act as the state's workers' compensation insurance carrier, while another function is to provide full risk management services to state agencies, which include health and safety training and assessments, mainly geared toward reducing workers' compensation costs for the state. Under current law, workers' compensation claims for community supervision and correction department employees are paid by SORM. H.B. 1230 gives SORM the ability to provide risk management services to community supervision and correction departments as it would any other state agency. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 412.011(b), Labor Code, to require the State Office of Risk Management to provide risk management services for employees of community supervision and corrections departments established under Chapter 76 (Community Supervision and Correction Departments), Government Code, as if the employees were employees of a state agency. SECTION 2. Effective date: upon passage or September 1, 2003.
