H.B. 1237 78(R) BILL ANALYSIS H.B. 1237 By: Hopson Transportation Committee Report (Unamended) BACKGROUND AND PURPOSE The purpose of this bill is to honor the late James Lacy Lovell who served in the Texas House of Representatives through the 60th, 61st, and 62nd legislative sessions by naming a portion of State Highway 21 in his name. H.B.1237 designates a portion of State Highway 21 from Weches to Crockett as the "Representative James Lacey Lovell Highway." RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS H.B. 1237 amends Subchapter B, Chapter 225, of the Transportation Code, by adding Section 225.056 which designates State Highway 21 between Park Road 44 in Weches and United States Highway 287 in Crockett as Representative James Lacey Lovell Highway. In addition, H.B. 1237 requires that the Texas Department of Transportation design and construct memorial markers indicating the highway number and erect a marker at each end of the highway. EFFECTIVE DATE September 1, 2003
