H.B. 1341 78(R) Page 1 of 1BILL ANALYSIS H.B. 1341 By: Goolsby Defense Affairs and State-Federal Relations Committee Report (Unamended) BACKGROUND AND PURPOSE Government Code Chapter 418 contains the Governor's emergency management powers to protect the state from natural or man made disasters, riots or hostile military or "paramilitary action." (Sec. 418.002) Part of the responsibilities includes planning for and responding to energy emergencies. This bill would include a local shortage of "natural gas" in the definition of "energy emergency." RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS SECTION 1. This bill would add temporary statewide or local shortages of natural gas to the definition of energy emergency. SECTION 2. Effective Date: September 1, 2003, unless this Act receives the necessary votes for immediate effect. This change applies only to actions filed on or after the effective date of this Act.
