SRC-JLB H.B. 1499 78(R) BILL ANALYSIS Senate Research Center H.B. 1499 78R6362 MXM-FBy: Dukes (Barrientos) Intergovernmental Relations 5/16/2003 Engrossed DIGEST AND PURPOSE In order to preserve the view of the Texas Capitol, there are thirty "capitol view corridors," specific geographic areas where heights of buildings and construction projects are restricted in order not to obstruct the view of the capitol. Under current law, the location of the Robert Mueller Municipal Airport is one of those areas. H.B. 1499 eliminates the Robert Mueller Municipal Airport's status as a capitol view corridor, so the City of Austin can redevelop and reuse that area. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 3151.003, Government Code, as follows: Sec. 3151.003. APPLICABILITY. Provides that this chapter does not apply to certain projects, including the construction, redevelopment, or improvement of Robert Mueller Municipal Airport under a redevelopment and reuse plan for the airport adopted by the City of Austin. SECTION 2. Effective date: upon passage or September 1, 2003.
