H.B. 1499 78(R) BILL ANALYSIS H.B. 1499 By: Dukes State Affairs Committee Report (Unamended) BACKGROUND AND PURPOSE In order to preserve the view of the State Capitol, there are thirty "Capitol Corridors,"specific geographic areas where heights of buildings and construction projects are restricted in order not to obstruct the view of the Capitol. Under current law, the location of the former Robert Mueller Airport is one of these areas. The purpose of House Bill 1499 is to except this location's status as a Corridor so the City of Austin can redevelop and reuse this area. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1499 amends Section 3151.003, Government Code, to include the construction, redevelopment, or improvement of Robert Mueller Municipal Airport under a redevelopment and reuse plan for the airport adopted by the City of Austin as an exception to the law preserving the view of the Capitol. EFFECTIVE DATE Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2003.
