SRC-TAG H.B. 1570 78(R) BILL ANALYSIS Senate Research Center H.B. 1570 78R6332 SLO-DBy: Gallego (Van De Putte) Education 5/13/2003 Engrossed DIGEST AND PURPOSE Currently, University Interscholastic League rules do not allow a community or public organization in the community to hold any type of celebration honoring the achievements of a team representing a school or a school district in a league activity. H.B. 1570 prohibits the University Interscholastic League from penalizing a team for participating in a community celebration, including a dinner or party, held in their honor. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 33.083, Education Code, by adding Subsection (e), to prohibit the University Interscholastic League from adopting or enforcing a rule under which a team representing a school or school district in a league activity is prohibited from or penalized for participating in a celebration, including a dinner or party to honor the team, held by the community or a public organization in the community in which the school or school district is located. SECTION 2. Effective date: upon passage or September 1, 2003.
