H.B. 1570 78(R) BILL ANALYSIS H.B. 1570 By: Gallego Public Education Committee Report (Unamended) BACKGROUND Currently, it is against University Interscholastic League (UIL) rules for a community or public organization in the community to hold any type of celebration honoring the achievements of a team representing a school or a school district in a league activity. PURPOSE House Bill 1570 prohibits the UIL from penalizing a team for participating in a community celebration, including a dinner or party, being held in the team's honor. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1570 amends the Education Code to prohibit the University Interscholastic League (UIL) from penalizing a team representing a school or school district in a league activity for participating in a community organized celebration held by the community or a public organization in the community in which the school or school district is located. EFFECTIVE DATE Upon Passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2003.
