SRC-AMY H.B. 1615 78(R) BILL ANALYSIS Senate Research Center H.B. 1615 78R7643 DLF-DBy: Farabee (Fraser) Business & Commerce 5/21/2003 Engrossed DIGEST AND PURPOSE Currently, Chapter 74 of the Health and Safety Code requires that automatic elevators, escalators, and related equipment conform to specific standards set by the commissioner of licensing and regulation. With the current state of the Texas economy, some building owners are facing financial difficulties coming into compliance with those requirements. H.B. 1615 requires the commissioner of licensing and regulation, on written request, to grant a delay until September 1, 2010, rather than September 1, 2005, for building owners to come into compliance with certain requirements. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 754.014(f), Health and Safety Code, to require the commissioner of licensing and regulation, on written request, to grant a delay until September 1, 2010, rather than September 1, 2005, for compliance with certain requirements. SECTION 2. Effective date: September 1, 2003.
