H.B. 1627 78(R) BILL ANALYSIS H.B. 1627 By: Keffer, Jim Government Reform Committee Report (Amended) BACKGROUND AND PURPOSE The 2001 Legislature created the TexasOnline Authority, headed by a Department of Information Resources staff member, to create a common electronic infrastructure for online government. In an effort to make these resources more available to the public, HB 1627 would require agencies that use TexasOnline services to include a link to TexasOnline on the front page on the agency's website. HB 1627 requires said agencies to assist the authority with marketing efforts regarding the use of the project. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS SECTION 1. Amends Sections 2054.111 (d) and (g), Government Code, to require agencies that use TexasOnline services to assist in the project's marketing efforts. SECTION 2. Amends Section 2054.125, Government Code, to require agencies that use TexasOnline services to include a link to TexasOnline on the front page of the agency's website. SECTION 3. Amends Chapter 2054, Government Code, by adding Section 2054.270 which provides that the renewal of a motor vehicle registration is a state service. EFFECTIVE DATE This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2003. EXPLANATION OF AMENDMENTS Committee Amendment No. 1 adds SECTION 3 to the bill to provide that the renewal of a motor vehicle registration is a state service. The amendment renumbers the remaining sections accordingly.
