BACKGROUND AND PURPOSE 

On February 13, 2003 the Texas Department of Transportation conducted a
public hearing for Johnson County to discuss the proposed State Highway
121 from FM 1187 in Tarrant County to US 67 in Johnson County. This
project is now underway and by the request of Johnson County HB 1654
proposes that State Highway 121 be named Chisholm Trail Parkway.  

The name "Chisholm Trail Parkway" has been chosen for State Highway 121
because Chisholm Trail originally ran through Johnson County. This name
would serve as a daily reminder of the historical relevance of the
Chisholm Trail.  This will stimulate a heightened sense of curiosity among
the public, thus a greater number of people will seek to educate
themselves about the history of the Chisholm Trail. The citizens of
Johnson County value the historical relevance of the Chisholm Trail.
Therefore, they support the proposed name for State Highway 121 in effort
to replenish the public awareness of Johnson County's historical origin.  

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any
additional rulemaking authority to a state officer, department, agency, or
institution. 

ANALYSIS

HB 1654 :
(a)  Would name State Highway 121 Chisholm Trail Parkway.
(b) The Transportation Department will design and construct markers for
appropriate information 
(c) The department shall put a marker at each end of the highway and any
other appropriate places.  

EFFECTIVE DATE

Upon passage, or, if the Act does not receive the necessary vote, the Act
takes effect September 1, 2003.
