SRC-VRA H.B. 1675 78(R) BILL ANALYSIS Senate Research Center H.B. 1675 78R8664 EMT-DBy: Menendez (Madla) Intergovernmental Relations 5/13/2003 Engrossed DIGEST AND PURPOSE The Texas Legislature created the Pan American Games Trust Fund in 1999 to satisfy requirements of the United States Olympic Committee and the Pan American Sports Organization relating to financial requirements to host the 2007 Pan American Games. The City of San Antonio was designated as the U.S. Bid City for the 2007 Games, but lost in the selection process to Rio de Janeiro, Brazil. Had San Antonio been selected as the 2007 Pan American Games Host City, the comptroller would have been directed to estimate the amount of state and local tax revenues that are generated by the Games and place that amount in the Trust Fund to secure financial performance by the host city and the State of Texas. H.B. 1675 would extend current law to permit a Texas city to be an applicant to host the 2011 Pan American Games by re-creating the Pan American Games Trust Fund for that event. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Article 5190.14, V.T.C.S., to redefine "endorsing municipality" and "games." SECTION 2. Amends Article 5190.14, V.T.C.S., to increase the date relating to an extension of state law supporting the Olympic and Pan American Games from 2007 to 2011. SECTION 3. Amends Article 5190.14, V.T.C.S., to redefine "games." SECTION 4. Amends Article 5190.14, V.T.C.S., as follows: (i) Requires the comptroller to provide an estimate not later than December 1, 2003, rather than September 1, 1999, of the total amount of state and municipal tax revenue that would be deposited in the Pan American Games trust fund before January 1, 2012, rather than January 1, 2008. (i)(1) Requires the comptroller, on January 1, 2013, rather than January 1, 2009, to transfer to the general revenue fund any money remaining in the Pan American Games trust fund. SECTION 5. Amends Article 5190.14, V.T.C.S., to make a conforming change. Deletes text relating to the number of days allowed the municipality to submit the proposed election to the United States attorney general. SECTION 6. Effective date: upon passage or September 1, 2003.
