C.S.H.B. 1777 78(R) BILL ANALYSIS C.S.H.B. 1777 By: Dawson Elections Committee Report (Substituted) BACKGROUND AND PURPOSE Under current law, the deadline for political subdivisions to change the date for the general election of officers to another authorized uniform election date has expired. CSHB1777 updates the current statute to allow them to do so by December 31, 2003. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS CSHB 1777 amends the Election Code to authorize a political subdivision other than a county to change the general election date for election of officers to another authorized uniform election date not later than December 31, 2003, rather than 1999. The bill prohibits an election on the new date from being held before the uniform election date in May 2004, rather than 2000. EFFECTIVE DATE Upon passage, or, if the act does not receive the necessary votes, September 1, 2003. COMPARISON OF ORIGINAL TO SUBSTITUTE CSHB 1777 modifies the original by prohibiting elections from being held before the uniform election date in May 2004, rather than prohibiting them from being held before 2004.
