SRC-AMY H.B. 1797 78(R) BILL ANALYSIS Senate Research Center H.B. 1797 78R8164 TBy: Farabee (Averitt) State Affairs 5/21/2003 Engrossed DIGEST AND PURPOSE Currently, state law requires an insurer offering a group insurance policy to provide the policyholder a certificate of insurance for delivery to each employee or insured member. The electronic delivery of these certificates may enable essential insurance coverage information to be provided in a more efficient manner and may reduce administrative expenses. H.B. 1797 authorizes the electronic delivery of a certificate of insurance for a group insurance policy by agreement between the insurer and the policyholder. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 1(c), Article 3.51-6, Insurance Code, to authorize the certificate of insurance to be delivered electronically, by agreement between the insurer and the policyholder. SECTION 2. Effective date: September 1, 2003.
