H.B. 1797 78(R) BILL ANALYSIS H.B. 1797 By: Farabee Insurance Committee Report (Unamended) BACKGROUND AND PURPOSE Under current state law, insurers offering a group and blank accident and health insurance policy are required to provide the policyholder a certificate of insurance for delivery to each employee or insured member. The electronic delivery of these certificates would enable essential insurance coverage information to be provided in a more efficient manner and may reduce administrative expenses. H.B. 1797 authorizes the electronic delivery of a certificate of insurance for a group and blanket accident and health insurance policy. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 1797 amends the Insurance Code to authorize the electronic delivery of a certificate of insurance for a group and blanket accident and health insurance policy, by agreement between an insurer and a policyholder. EFFECTIVE DATE September 1, 2003.
