DIGEST AND PURPOSE 

Throughout the Texas Agriculture Code, the term "livestock" is used in
more than 30 chapters. However, some chapters provide no definition of
livestock, and in chapters where livestock is defined, the definitions
vary.  H.B. 1836 creates a uniform definition of livestock, applicable to
all chapters of the Agriculture Code. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 1.003, Agriculture Code, by adding Subdivision
(3) to define "livestock." 

SECTION 2.  Amends Section 46.002, Agriculture Code, to redefine "Texas
agricultural product." 

SECTION 3.  Amends Section 148.011(a), Agriculture Code, to require a
slaughterer to keep a record of all livestock, rather than cattle, horses,
hogs, sheep, or goats, purchased or slaughtered, in accordance with this
section. 

SECTION 4.  Amends Section 1.101(4), Parks and Wildlife Code, to redefine
"wild." 

SECTION 5.  Repealer:
  
 Section 53.001(3) (defining "livestock"), Agriculture Code;
 Section 142.001(2) (defining "livestock"), Agriculture Code;
 Section 147.001(2) (defining "livestock"), Agriculture Code;  and
 Section 161.001(a)(3) (defining "livestock"), Agriculture Code. 

SECTION 6.  Effective date: September 1, 2003.
