DIGEST AND PURPOSE 

Currently, there is no statutory authority for a member serving on a
metropolitan planning organization to appoint a proxy to act in the
member's absence on matters before the policy board.  C.S.H.B. 1883
authorizes a policy board of a metropolitan planning organization to
provide for appointing voting proxies by its members, and establishes
related requirements and authorizations. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Chapter 472, Transportation Code, by adding Subchapter
D, as follows: 

SUBCHAPTER D.  METROPOLITAN PLANNING ORGANIZATIONS

Sec. 472.031.  POLICY BOARD.  (a) Authorizes a policy board of a
metropolitan planning organization, designated or redesignated under 23
U.S.C. Section 134, to provide in its bylaws for appointment of voting
proxies by its members. 

(b) Sets forth requirements and authorization regarding the appointed
proxy. 

SECTION 2.  Effective date:  upon passage or September 1, 2003.
