C.S.H.B. 1913 78(R) BILL ANALYSIS C.S.H.B. 1913 By: Phillips Transportation Committee Report (Substituted) BACKGROUND AND PURPOSE Chapter 502 of the Transportation Code allows for the production of specialty license plates. Texas Department of Transportation started its specialty license plate program in 1965. Today, there are more than 100 different plate designs, many of them benefitting a particular group, organization, college or university. House Bill 1913 would create a "Smile Texas Style" specialty license plate for passenger cars and light trucks. $8 of the $30 fee for the plates would go to defray the cost of administration for the specialty plates. The remaining $22 would be used towards grants to the Texas Dental Association Financial Services for the purpose of providing charitable dental services. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS Section 1. Creates the "Smile Texas Style" specialty license plate for passenger cars and light trucks. Plates to be designed in consultation with the Texas Dental Association. The fee for the plates is set at $30 in addition to registration and personalization. Designates that $22 goes to the Texas Department of Health to be used for grants to the Texas Dental Association Financial Services to be used exclusively for providing charitable dental care. $8 is required to be deposited in the state highway fund to defray the cost of administering the plates EFFECTIVE DATE September 1, 2003 COMPARISON OF ORIGINAL TO SUBSTITUTE The substitute removes subsection (e) from the original bill.
