C.S.H.B. 1913 78(R) BILL ANALYSIS

C.S.H.B. 1913
By: Phillips
Transportation
Committee Report (Substituted)

BACKGROUND AND PURPOSE
Chapter 502 of the Transportation Code allows for the production of
specialty license plates. Texas Department of Transportation started its
specialty license plate program in 1965. Today, there are more than 100
different plate designs, many of them benefitting a particular group,
organization, college or university.

House Bill 1913 would create a "Smile Texas Style" specialty license plate
for passenger cars and light trucks. $8 of the $30 fee for the plates
would go to defray the cost of administration for the specialty plates.
The remaining $22 would be used towards grants to the Texas Dental
Association Financial Services for the purpose of providing charitable
dental services.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any
additional rulemaking authority to a state officer, department, agency, or
institution.
