H.B. 1931 78(R) BILL ANALYSIS

H.B. 1931
By: Capelo
Energy Resources
Committee Report (Unamended)

BACKGROUND AND PURPOSE

The current statute of Chapter 81.056 Natural Resources Code was passed
into law during the 77th Legislative Session in reaction to the Longhorn
Pipe Line Project in Austin. The current provision requires at least 30
days notice and an opportunity for public comment before a pipeline
project can be built, if that pipeline crosses more than three counties.
The Railroad Commission cannot issue the permit until said comments have
been considered.

House Bill 1931 repeals the existing provisions of Chapter 81.056 of the
Natural Resources Code.
